It aims to attract manufacturing enterprises of diverse scales while meeting requirements for operational efficiency, environmental standards, and sustainable development. 

In February 2026, Stavian Industrial Park signed agreements for infrastructure leasing and land use rights at Stavian Hung Yen Industrial Cluster with several enterprises, including Airpac Packaging Joint Stock Company, Divico Vietnam Co., Ltd., and HLC VET Joint Stock Company. These companies are expected to lease land plots ranging from 3,500 to 5,000 m² to build manufacturing facilities. The signing took place amid increasing demand from manufacturers for production sites with ready-built infrastructure, clear legal status, and compliance with environmental standards. According to a Stavian Industrial Park representative, alongside large-scale projects, many enterprises are prioritizing mid-sized land plots to enable faster factory deployment, shorten preparation time, and accelerate operations. Therefore, the flexible land subdivision model at Stavian Hung Yen Industrial Cluster is designed to accommodate a wide range of investment scales. 

Located along National Highway 38B in Doan Dao Commune, Hung Yen Province, the project spans approximately 665,000 m² and has been granted land use right certificates. It offers flexible land plots ranging from 50,000 to 100,000 square meters for large enterprises and from 3,500 m² for small and medium-sized enterprises, offering competitive infrastructure leasing prices from USD 107/sqm for the entire lease term until 2074, alongside a land rental exemption valid until late December 2035. 

The industrial cluster has attracted projects of varying scales, including those signed in February 2026, as well as larger developments such as Stavian Manufacturing (leasing 96,300 m² for high-quality plastic packaging and biodegradable export packaging), Stavian Aluminum Packaging (leasing 21,125 m² in Phase 1 for aluminum packaging and foil production), a project by SUV Co., Ltd. (leasing 16,000 m² for prefabricated steel structure manufacturing), and a ready-built factory project for lease developed by Stavian Industrial Park covering 14,000 m². To date, Stavian Hung Yen Industrial Cluster has attracted a total of 12 projects, with total registered land area reaching 256,000 m², equivalent to an occupancy rate of over 60%, demonstrating strong market interest in the project during its early operational phase and aligning with its sustainable development orientation. 

From the planning stage, the project has been designed with a sustainable development approach, integrating green technology solutions such as rooftop solar power systems, solar-powered lighting, battery energy storage systems (BESS), and LNG clean gas supply systems. These solutions help enterprises optimize operating costs and meet sustainability standards.

As of February 2026, the project has completed and commissioned its full technical infrastructure system, ready for contract signing and handover of cleared land to investors. The internal transport system has been developed in a synchronized and modern manner, with convenient connectivity to major economic centers such as Hanoi, Hai Phong, and Quang Ninh, as well as nearby seaports, airports, and logistics hubs via National Highway 38B, the Hung Yen–Thai Binh Expressway, and Yen My Interchange (Hung Yen) on the Hanoi–Hai Phong Expressway (National Highway 5B). Power and water supply infrastructure have been fully implemented to ensure stable factory operations. The centralized wastewater treatment plant, with an optimal capacity of 2,000 m³/day, has completed Phase 1 and is in the process of finalizing environmental permitting procedures. In parallel, the project continues to invest in utilities and management services, with the operation building expected to be inaugurated in March 2026.
